Collective Protection — When It Can Be Lost or Not Extended
Collective Protection — When It Can Be Lost or Not Extended
This article explains the main situations in which collective protection can be revoked, lost or not extended in Norway.
The rules can change. Always check the latest information from UDI before making important decisions about your residence status.
1. Collective protection is temporary
Collective protection is a temporary residence arrangement.
The permit can be extended when the applicable requirements are still met, but it is not a permanent residence permit.
A person can have collective protection for a total of up to five years. After five years, the collective protection permit cannot be extended further under the current rules.
UDI has not yet decided what residence arrangements will be available after the five-year period.
2. Staying outside Norway for too long
One important reason why collective protection may not be extended is that you have stayed outside Norway for more than six months during the period covered by your permit.
Long stays outside Norway can indicate that Norway is no longer your place of residence.
Before making a long trip, check the current UDI rules carefully.
3. Moving from Norway
If you move from Norway, your collective protection can be revoked or not extended.
This can also apply if UDI has reason to believe that you have moved from Norway.
A temporary holiday or short trip is different from moving your residence to another country.
If you permanently move abroad, make sure you understand the immigration and registration consequences before leaving.
4. Travel to Ukraine
Travel to Ukraine can have consequences for collective protection.
UDI can consider whether the circumstances of the trip indicate that you no longer need protection in Norway.
Travel to Ukraine is therefore not something you should treat as an ordinary trip without checking the current rules.
UDI considers the circumstances of the individual trip and the applicable rules.
5. No longer meeting the requirements
Collective protection can also be affected if you no longer meet the requirements for the scheme.
For example, UDI can consider whether you were actually residing in Ukraine when the full-scale war started on 24 February 2022, whether your previous permanent residence was in an area that UDI considers safe under the applicable rules, or whether other statutory conditions are met.
The exact rules depend on when you applied and on your circumstances.
6. Other reasons for revocation
A residence permit can in some circumstances be revoked or withdrawn when the legal requirements for the permit are no longer satisfied.
This can include situations where important information was incorrect or where circumstances have changed in a way that affects the basis for the permit.
If UDI considers revocation or non-extension, the decision should explain the relevant grounds.
7. Special rules for men aged 18–60
From 5 May 2026, men aged 18–60 who apply for protection generally cannot be granted temporary collective protection unless they fall within an applicable exception.
These new rules do not apply in the same way to people who already have collective protection or whose permit is being extended.
If you already have collective protection, do not assume that the new application rule automatically cancels your existing permit.
8. What happens if collective protection is not extended
If UDI decides not to extend your collective protection, the decision will explain why.
Under the rules that apply from 1 July 2026, a decision not to extend collective protection cannot be appealed.
The decision is therefore final when it is made.
You may be able to request that your protection needs are assessed individually.
9. Individual protection after collective protection
If your collective protection is not extended, you may in relevant circumstances apply for individual protection.
Individual protection is assessed under the ordinary rules for international protection.
The requirements are significantly stricter than under the collective protection scheme.
You must explain the individual reasons why you need protection.
10. You cannot simply switch between the two systems by choice
You cannot choose collective or individual protection simply because one option is more convenient.
UDI and the police determine which protection procedure applies based on your circumstances and the applicable rules.
If you are not covered by collective protection, your case may be assessed individually.
11. If you receive an advance notice
In some cases, UDI may send an advance notice explaining that it is considering not extending your collective protection.
Read the notice carefully and respond within the stated deadline if you have information that is relevant to your case.
If UDI gives you an opportunity to request individual assessment, make sure you follow the instructions and deadline in the notice.
12. If you receive a final decision
Read the entire decision.
Check:
- why UDI decided not to extend or revoke the permit; - whether you were given a deadline to leave Norway; - whether you have been told that you can request individual protection; - what documents or information UDI considered; - what you need to do next.
Do not ignore a decision from UDI.
13. If you do not leave by the deadline
If a decision gives you a deadline to leave Norway and you remain after that deadline without another lawful basis for staying, your stay can become illegal.
This can have consequences for your future immigration situation.
If you do not understand the decision, seek qualified immigration advice as soon as possible.
14. Practical checklist
Before making a decision that could affect your collective protection:
- Check the latest information on UDI.no. - Check how long you have been outside Norway. - Keep evidence of your residence in Norway when relevant. - Do not assume that a long stay abroad is harmless. - Check the consequences before moving abroad. - Check the current rules before travelling to Ukraine. - Read all UDI letters and deadlines carefully. - If collective protection is not extended, check whether individual protection is available to you. - Get professional advice if your case is complicated.
