Unequal treatment in housing and services

Record refusals and check the rules for the particular provider and service.

Clarify the refusal

Keep the housing advertisement, service offer or written decision and ask for the reason for refusal where safe. Record the stated criteria, exact words, date and any comparable offer. A refusal connected to origin may raise an equality concern, but not every unsuccessful rental application is unlawful. The characteristic, public availability of the service and legal exceptions need assessment.

Keep housing issues separate

Distinguish discrimination from a dispute about a deposit, defects, rent or contract termination; several issues may exist together. Keep the contract, correspondence, payment proof and handover record. Ask a lawyer about the remedy for a private landlord or agency and any urgent housing steps. A discrimination complaint does not by itself cancel rent obligations or stop an eviction procedure.

Use the relevant service channel

For a school, first identify its management and competent education authority; for healthcare, distinguish provider complaints, NFZ coverage issues and patient-rights matters. Ask the service to record and explain its decision. Qualification, insurance and residence requirements should be checked separately from discriminatory conduct. RPO can explain equality remedies, but is not the authority for every refund or benefit appeal.

Seek advice before escalating

Prepare a short factual account and relevant documents for RPO or a legal-aid consultation. Ask which body can decide your issue and whether a court or administrative appeal is needed. Do not assume every protected characteristic has identical coverage in every private service. Preserve any separate appeal deadline and avoid publishing personal details while the matter is assessed.
